This bill appropriates $1,300,000 from the bond proceeds fund to the Metropolitan Council for a grant to Ramsey County. The funds are designated for the predesign, design, construction, and installation of a replacement ice plant at the Biff Adams Arena in St. Paul. This appropriation is subject to Minnesota Statutes, section 16A.695.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $1,300,000 to provide the necessary funding. The bond sale will be conducted in accordance with Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7. The provisions of this bill will take effect the day following its final enactment.
