The bill appropriates $25,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to Ramsey County. This funding is designated for the design and construction of a public roadway, known as Spine Road and the future County State-Aid Highway 4, which will connect existing County Road H and County Highway 96 through the Rice Creek Commons area. Additionally, the funds will support the development of stormwater management infrastructure and other related public infrastructure to facilitate the redevelopment of the former Twin Cities Army Ammunition Plant (TCAAP) site in Arden Hills.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $25,000,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section will be the day following its final enactment.
