This bill directs the Commissioner of Human Services to conduct a comprehensive fiscal analysis of Minnesota's child welfare system by contracting with a third-party independent consultant. The analysis will evaluate various aspects of the system, including funding sources, data sharing, and the implementation of the Family First Prevention Services Act. The consultant is required to develop a set of practice and programmatic recommendations, including a practice model that outlines statewide goals, strategies for collaboration among stakeholders, and recommendations for improving access to services for vulnerable families. A working group will be established to support the consultant throughout this process, ensuring that input from various stakeholders, including Tribal Nations, is considered.
Additionally, the bill appropriates $500,000 from the general fund for fiscal year 2025 to fund the consultant's work. The consultant must submit a final report by June 30, 2026, detailing the findings from the fiscal analysis, the developed practice model, and recommendations for potential increases in state investment in the child welfare system, along with any proposed legislative changes needed. This initiative aims to enhance the effectiveness and efficiency of child welfare services in Minnesota.
