A bill for an act
relating to higher education; waiving the per-credit cost of tuition for student
teachers; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 136A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The Board of Trustees of the Minnesota State Colleges and
Universities shall, and the Board of Regents of the University of Minnesota is requested to,
waive the per-credit cost of tuition for any credit hours that an undergraduate student is
student teaching in a public school classroom according to section 122A.69.

new text begin The Board of Trustees of the Minnesota State Colleges and Universities
and the Board of Regents of the University of Minnesota shall annually report by July 1,
beginning on July 1, 2025, to the Office of Higher Education and the Department of
Education the number of student teachers who received tuition waivers in the previous
academic year.

new text begin (a) $4,000,000 in fiscal year 2025 is appropriated from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities to pay for the cost of waiving
the per-credit cost of tuition for any credit hours that an undergraduate student is student
teaching in a public school classroom according to Minnesota Statutes, section 122A.69,
and for reporting costs for purposes of Minnesota Statutes, section 136A.1655.

new text begin (b) $1,500,000 in fiscal year 2025 is appropriated from the general fund to the Board of
Regents of the University of Minnesota to pay for the cost of waiving the per-credit cost of
tuition for any credit hours that an undergraduate student is student teaching in a public
school classroom according to Minnesota Statutes, section 122A.69, and for reporting costs
for purposes of Minnesota Statutes, section 136A.1655.
