The bill amends a prior appropriation related to the construction of an ATV trail in St. Louis County, specifically updating the language in Laws 2020, Fifth Special Session chapter 3, article 1, section 7, subdivision 26. The amendment removes the phrase "a grant to St. Louis County for" and adds provisions for the right-of-way acquisition and construction of Phase I of the Voyageur Country ATV Trail connections, as well as the David Dill/Arrowhead State Trail connections in the areas of Orr, Ash River, Kabetogama Township, and International Falls.

Additionally, the bill stipulates that the bond sale authorization and appropriation of bond proceeds for this project will remain available until December 31, 2026, notwithstanding Minnesota Statutes, section 16A.642. This extension allows for continued funding and support for the development of the ATV trail system in the specified regions.
