The bill proposes an appropriation of $34,500,000 from the bond proceeds fund to the commissioner of public safety for a grant to the city of Maplewood. This funding is designated for the design, construction, furnishing, and equipping of improvements at the East Metro Public Safety Training Facility. The improvements include the construction of a main building, ancillary training buildings, a storage building, as well as necessary infrastructure such as parking, stormwater management, and enhancements to existing burn buildings.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $34,500,000 to finance the appropriated funds. The bond issuance will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The provisions of this bill will take effect the day after it is enacted.
