The bill appropriates funds from the general fund to the Department of Education for a grant aimed at supporting community engagement programs run by Girl Scouts River Valleys. The grant is specifically designed to benefit underserved communities and girls facing systemic barriers in education, providing innovative and culturally responsive programming for girls in kindergarten through grade 12. The programming will focus on areas such as healthy relationships, STEM education, financial literacy, college and career readiness, and leadership development.

Additionally, the bill mandates that by February 1, 2026, the grantee must submit a report to the commissioner of education and relevant legislative committees detailing the expenditures and outcomes of the funded programs. This report will include demographic information of participants, data on the social and emotional health benefits reported by participants, and information on participants' beliefs regarding their high school graduation and postsecondary education or career training prospects. The bill establishes this as a one-time appropriation.
