The Senate resolution honors the life and contributions of Hmong Cultural Grand Master Xib Fwb Cher Mia Vang, who was born on April 10, 1931, in Laos. Mr. Vang dedicated his life to mastering and preserving Hmong cultural practices, including marriage rites and funeral procedures, while serving his community as a Wedding Negotiator and Chosen Master. He bravely fought against the communist Pathet Lao from 1963 to 1975 and later sought political asylum in Thailand after the fall of Laos. In 1980, he immigrated to St. Paul, Minnesota, where he continued to serve the Hmong community by officiating ceremonies and sharing his cultural knowledge.

Mr. Vang's commitment to his heritage extended into his retirement in 2006, during which he advised various Hmong cultural councils and mentored over 100 disciples. He authored a book to preserve his teachings and passed away on March 15, 2023, in Maplewood, Minnesota. The resolution expresses the Senate's condolences to his family and friends, recognizing Mr. Vang's significant impact on Hmong cultural practices and the Hmong American community.
