This bill amends Minnesota Statutes 2022, section 609.1056, by adding a new subdivision that mandates the preparation of reports related to the sentencing of military veterans who receive deferred sentences. Specifically, if a court imposes a deferred sentence, it must create a deferred sentence report that includes the defendant's name, case number, underlying charges, the fact that proceedings have been deferred, the length and conditions of probation, and any sentencing worksheet prepared. Additionally, if a defendant violates probation and the court adjudicates guilt, a violation report must be prepared, detailing the nature of the violation and the sentence announced.

Furthermore, the bill requires that both the deferred sentence report and any violation report, along with records of discharge and dismissal, be forwarded to the Sentencing Guidelines Commission. By January 15 each year, the Commission must provide a summary report to relevant legislative committees, detailing the number of individuals receiving deferred sentences and adjudications of guilt, as well as any violations and dismissals, disaggregated by county. This new reporting requirement is set to take effect on August 1, 2024, and will apply to deferred sentences announced on or after that date.
