The bill appropriates $2,000,000 from the general fund for the fiscal year 2024 to the commissioner of human services for a grant to RS Eden. This funding is designated for the predesign and design of RS Eden's Recovery Campus, which will be located in downtown Minneapolis. The project aims to transform underdeveloped properties into a comprehensive recovery center that will offer transitional and permanent supportive housing, as well as on-site mental health and addiction treatment services.

This appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The initiative is intended to create a significant resource for individuals seeking recovery and support in the community.
