The bill appropriates $6,000,000 from the general fund for fiscal year 2024 to the Community Action Partnership of Hennepin County, a nonprofit organization. The funds are designated for the acquisition of property at 2200 16th Avenue North in Minneapolis and for the predesign, design, construction, furnishing, and equipping of a youth center named the Rosa Parks Center for the Development of African-American Youth. This center aims to provide various programs focused on economic development, conflict resolution, leadership, education, recreation, and personal growth for youth. The organization is permitted to collaborate with other nonprofits and the Young People's Task Force of the Unity Community Mediation Team to deliver these programs.
Additionally, the bill specifies that this appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The effective date of this section is set for the day following its final enactment.
