This bill amends Minnesota Statutes 2022, section 221.0269, by adding a new subdivision that creates an exemption from hours of service requirements for drivers engaged in the intrastate transportation of heating fuel during a declared regional emergency. Specifically, if an emergency is declared by the President of the United States or the Federal Motor Carrier Safety Administration, and heating fuel is included as a covered commodity, the federal hours of service regulations will not apply to these drivers. However, the bill stipulates that drivers cannot exceed a total of 14 hours of combined on-duty and driving time after having at least ten consecutive hours off-duty.

Additionally, if the emergency declaration lasts more than 30 calendar days, drivers must take a 34-hour restart before they have been on duty for 30 consecutive days. The new provisions are set to take effect the day following the final enactment of the bill.
