Additionally, the bill establishes restrictions on the sale and use of neonicotinoid pesticides. It prohibits the sale, possession, or use of nonagricultural pesticides containing neonicotinoids for outdoor plants, except in the production of agricultural plants. However, the commissioner may authorize exceptions in cases of urgent pest threats, provided certain conditions are met, including the effectiveness of the pesticide and the absence of less harmful alternatives. The commissioner is also required to inform the public about any urgent pest threat findings. This section will also be effective starting January 1, 2024.
