The bill proposes an appropriation of $2,000,000 from the bond proceeds fund to the Public Facilities Authority for the city of Tower to enhance the Tower Breitung water treatment facilities. The funds will be used for predesign, design, engineering, construction, furnishing, and equipping upgrades necessary to meet the Department of Health's drinking water standards. The improvements will include enhancements to the water treatment plant, closure and upgrades of existing wells, and replacement of the main service line connecting the treatment plant to the city. Importantly, this appropriation is contingent upon the commissioner of management and budget confirming that at least $1,500,000 has been secured from nonstate sources for the project.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 to fund the appropriated amount. The bond sale will be conducted in accordance with the relevant Minnesota Statutes and the state constitution. The provisions of this bill will take effect the day after it is enacted.
