This bill appropriates $1,638,000 from the general fund for the fiscal year 2024 to the commissioner of human services. The funds are designated for a grant to the Human Development Center to construct, furnish, and equip a regional behavioral health crisis facility located at 532 East 1st Street in Duluth. This appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The section becomes effective the day following final enactment.

Additionally, the bill includes a cancellation of the unobligated amount from a previous appropriation made in 2020, which is to be canceled. Correspondingly, the bond sale authorization from that same year will be reduced by the same amount. This cancellation and reduction also take effect the day following final enactment.
