The bill establishes the Task Force on Pregnancy Health and Substance Use Disorders in Minnesota, aimed at developing uniform standards for toxicology testing and reporting related to prenatal exposure to controlled substances. The task force will evaluate family-centered substance use disorder treatment models, address barriers to access, and assess the effectiveness of involuntary civil commitment during pregnancy. It will consist of a diverse membership, including legislators, healthcare professionals, social service representatives, and individuals with lived experience in the child welfare system and substance use disorders. The task force is required to submit reports on its findings and recommendations by December 1, 2024, and December 1, 2025.

Additionally, the bill appropriates funds from the general fund to support the task force's activities, with a one-time allocation available until December 1, 2025. The task force is set to expire upon the submission of its final report or by the specified date in 2025, whichever comes later. The effective date for the provisions of this bill is July 1, 2023.
