The bill proposes an appropriation of $74,000,000 from the bond proceeds account in the state transportation fund to the commissioner of transportation for intersection and local road improvements along Trunk Highway 65 in Anoka County. Specifically, the funds will be allocated for predesign, right-of-way acquisition, design, engineering, and construction of improvements at key intersections, including 99th Avenue Northeast, 105th Avenue Northeast, Anoka County State-Aid Highway 12 (109th Avenue Northeast), and 117th Avenue Northeast, as well as necessary utility infrastructure enhancements. Notably, this appropriation does not require any nonstate contribution.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $74,000,000. The bond sale will be conducted in accordance with the relevant Minnesota Statutes and the Minnesota Constitution. The provisions of this bill will take effect the day following its final enactment.
