The bill amends Minnesota Statutes 2022, section 171.07, subdivision 15, to update the eligibility criteria for obtaining a veteran designation on drivers' licenses and Minnesota identification cards. It specifies that eligible applicants must be one of the following: a veteran as defined in section 197.447, a retired member of the National Guard or a reserve component of the United States armed forces, or an active member of the National Guard or a reserve component. Additionally, applicants must provide documentation confirming their honorable discharge status or present a military retiree identification card, Veteran Identification Card, or Veteran Health Identification Card. For those seeking the "Veteran 100% T&P" designation, satisfactory evidence of a 100 percent total and permanent service-connected disability from the United States Department of Veterans Affairs is required.

The bill also removes the previous requirement that the commissioner of public safety must issue these licenses and identification cards only after entering a new contract or coordinating a new card design. Furthermore, it establishes that the new provisions will take effect on August 1, 2023, and will apply to applications submitted on or after that date.
