This bill amends the existing law regulating landlord-tenant relationships in Michigan by adding a new section, 1m. It requires landlords who own and operate residential rental properties in the state but do not reside there to designate an in-state agent. This agent will be authorized to conduct business with tenants on behalf of the landlord. The bill stipulates that landlords must comply with this requirement within 90 days of the law's effective date.
Additionally, the bill imposes a civil fine of up to $1,000 for landlords who fail to designate an in-state agent. The enforcement of this fine can be pursued by the county prosecutor or the attorney general. Furthermore, the collected fines are designated to support the maintenance of a rental property database established under the state housing development authority act. The enactment of this bill is contingent upon the passage of two other specified bills in the 103rd Legislature.
