This bill amends the Social Welfare Act by adding new sections (112l to 112p) to establish a Basic Health Program in Michigan. The program aims to provide health coverage for eligible individuals who are not more than 65 years old, do not qualify for affordable employer-sponsored insurance, and meet specific income criteria. The Department of Health and Human Services is tasked with creating a blueprint for the program in consultation with a newly formed advisory group, which will include representatives from various sectors, including low-income advocacy, health care providers, and the insurance industry. The blueprint must address enrollment options, cost-sharing requirements, and ensure that individuals with incomes below 133% of the federal poverty guidelines do not pay premiums.

Additionally, the bill establishes a Basic Health Program Fund to manage federal and state appropriations for the program, ensuring that funds are used exclusively for its implementation and administration. The Department will also coordinate eligibility and enrollment systems to minimize coverage gaps and automatically enroll eligible individuals transitioning from the medical assistance program. Annual reports will be required to track enrollment, expenditures, and health outcomes, and the Department will have the authority to promulgate rules necessary for the program's operation.
