This bill amends the Public Health Code to allow licensed practical nurses (LPNs) to perform specific intravenous therapy procedures under certain conditions. According to the new section 17227, LPNs must be qualified through education, training, or experience, evidenced by completing a board-approved course of at least 20 hours that includes both didactic instruction and clinical experience. Additionally, LPNs must perform these procedures under the supervision of a registered professional nurse, physician, or dentist.

The intravenous therapy procedures that LPNs are permitted to perform include the insertion of peripheral intravenous catheters, initiation and maintenance of peripheral intravenous infusions, administration of intravenous antibiotics, flushing of intravenous devices, and assessment of infusion sites for complications. However, LPNs are explicitly prohibited from performing certain tasks, such as inserting or discontinuing central venous catheters, administering blood products, or initiating chemotherapy. The bill also clarifies the definition of "prescriber" as it relates to these procedures.
