The "Anti-Offshoring Accountability Act" aims to regulate the relocation of call centers and certain facilities by employers in Michigan. Under this bill, employers who operate call centers with 50 or more employees and receive state grants, loans, or tax incentives must notify the Department of Labor and Economic Opportunity at least 30 days before relocating their operations to a foreign country or closing their facilities. If an employer fails to provide this notice, they are required to repay any state financial assistance received, as stipulated in their agreements.

Additionally, the bill mandates the creation of a registry by the Department, which will be updated every six months to track employers who have provided the required notifications. This registry will include details such as the employer's name, the date of relocation or closure, the number of jobs affected, and the new location of the call center or facility. Access to this registry will be limited to authorized state agencies for the purpose of assessing eligibility for state financial incentives. The act is set to take effect 90 days after being enacted into law.
