This bill amends the Revised Judicature Act of 1961, specifically section 6452, to clarify the time limitations for filing claims against the state. It establishes that any claim cognizable by the court of claims must be filed within three years after the claim first accrues. Additionally, it specifies that the attorney general has the same rights as a creditor to petition for the appointment of a personal representative for deceased estates and for guardianship of individuals under disability.

The bill also modifies the applicability of the section by excluding certain claims from the three-year limitation. Specifically, it removes the previous language regarding claims for wrongful imprisonment compensation and adds provisions for claims under the wrongful imprisonment compensation act and those to which section 5851b applies. Furthermore, the bill is retroactive to actions pending on its effective date and will only take effect if two other specified bills are enacted into law.
