This bill amends the Revised School Code of Michigan to enhance civics education in public and nonpublic schools. It mandates that all schools provide instruction on the U.S. Constitution, the Michigan Constitution, and the history and government of the United States and Michigan, starting no later than the eighth grade. Additionally, high schools are required to offer a one-semester civics course that covers the functions of government and emphasizes citizens' rights and responsibilities. A diploma cannot be issued to students who do not complete this course, although exceptions are made for those who have enlisted in military service.
Furthermore, the bill requires the state board to ensure that high school social studies curriculum standards incorporate questions from the civics portion of the naturalization test used by the U.S. Citizenship and Immigration Services. Starting in the 2027-2028 school year, students must pass this civics portion with a score of at least 80 out of 128 to receive credit for the course. The bill also clarifies definitions related to individualized education programs and state curriculum content standards, ensuring that the assessment aligns with the naturalization test without requiring additional testing time.
