This bill amends the Michigan Vehicle Code to introduce provisions for communication impediment designations for motor vehicle owners. It requires the Secretary of State to establish a computerized central file for vehicle registration applications, accessible to law enforcement and the public, while protecting certain sensitive information. Vehicle owners can opt to have a communication impediment designation noted on their registration by submitting a certification from a qualified medical professional. The bill also imposes penalties for individuals who falsely claim a communication impediment status. Furthermore, it mandates the creation of a communication impediment decal, which can be placed on vehicles or registration plates at no cost, ensuring that the decal does not obstruct the driver's view.
Additionally, the bill revises the process for handling communication impediment designations, requiring that individuals be notified and given a chance to be heard if the Secretary of State determines that the designation has been abused. The definition of "communication impediment" is broadened to include not only the operator or chauffeur but also applicants and individuals living in the applicant's household, as well as parents or legal guardians of those with health conditions affecting communication with law enforcement. The bill also clarifies definitions for terms such as "emergency contact information," "temporary lawful status," and "veteran," aligning them with existing legal definitions. The enactment of this bill is contingent upon the passage of House Bill No. 5950.
