This bill amends the Stille-DeRossett-Hale Single State Construction Code Act by updating the procedures for building permit applications. It specifies that an enforcing agency must examine applications for building permits or additional permits and approve or deny them within set timeframes: 10 business days for standard applications and 15 business days for unusually complicated ones. If the enforcing agency fails to act within these periods, it is considered a denial, allowing the applicant to appeal. The bill also clarifies that if the department requires changes to an application, it must notify the applicant within the same timeframes, and no further changes can be mandated after that period.
Additionally, the bill introduces the definition of "additional permit," which encompasses various types of permits such as electrical, plumbing, mechanical, demolition, foundation-only, temporary structure, and shell building permits. It emphasizes that construction or alteration of a building cannot commence until a permit is issued and that compliance with the approved application is mandatory. The enforcing agency is granted the authority to suspend, revoke, or cancel permits if there is non-compliance or if false information was provided in the application.
