This bill establishes the Fetal Alcohol Spectrum Disorders (FASD) Task Force in Michigan, aimed at preventing FASD and providing support for affected individuals and their families. The task force will be created under the legislative council and will consist of various members, including parents or guardians of minors with FASD, licensed healthcare providers, and representatives from state and local government. The governor, in consultation with health policy committee chairpersons, will appoint the members, who will serve without compensation but may be reimbursed for expenses. The task force is required to meet quarterly and will operate under the Open Meetings Act and the Freedom of Information Act.
The duties of the task force include developing a statewide strategic plan to reduce prenatal alcohol exposure, providing guidance on grant proposals, identifying existing programs related to FASD, and making legislative recommendations. Additionally, the task force will conduct an annual needs assessment and submit a report to the governor and legislative committees, detailing funding, risk factors, and recommendations for prevention and treatment efforts. The task force will exist for five years unless reauthorized by the governor or legislative committees.
