The bill amends the Natural Resources and Environmental Protection Act, specifically section 43510, to clarify regulations regarding the carrying and transporting of firearms and other hunting equipment in areas frequented by wild animals. It stipulates that individuals must possess a valid license to carry or transport firearms, slingshots, bows, arrows, crossbows, or traps in these areas, with the exception of those hunting on licensed game bird preserves. The language has been updated to replace "his or her" with "that individual's" for gender neutrality.

Additionally, the bill clarifies that the act does not prohibit individuals from transporting or carrying a loaded pistol, whether concealed or not, provided they have the appropriate license or are otherwise authorized to carry a concealed pistol under specific circumstances. The previous provisions detailing the conditions under which an individual could carry a concealed pistol without a license have been removed. The enactment of this bill is contingent upon the passage of House Bill No. 5653.
