This bill mandates that the attorney general of Michigan submit regular reports to specific legislative committees regarding litigation expenditures. If the total state expenditures related to litigation exceed $250,000, or are estimated to exceed that amount, the attorney general is required to provide a report every six months to members of the house and senate appropriations and oversight committees. These reports must include an accounting of expenditures, an explanation of the litigation, and justification for the costs. Additionally, a final report is required within 60 days after a final order in the litigation is entered, detailing the expenditures and their justification.

The bill also establishes consequences for the attorney general's failure to submit the required reports. In such cases, members of the relevant legislative committees may seek judicial relief, including a writ of mandamus, to compel compliance. The court may impose a civil fine of up to $1,000 per day for each overdue report, with collected fines directed to the state general fund. Furthermore, the auditor general is tasked with reporting to the legislature on the attorney general's litigation expenditures and any violations of this act.
