The bill amends the Stille-DeRossett-Hale Single State Construction Code Act by adding a new section, 4j, which allows for a multiple-family dwelling with specific characteristics to have a single interior exit stairway. This provision applies to buildings that have between 4 to 6 levels above grade or an occupiable roof with 3 to 5 levels above grade, provided they meet several conditions. These conditions include limitations on the number of units per level, the maximum floor area, exit access travel distance, and specific requirements for openings to the stairway enclosure. Additionally, the bill mandates the installation of fire safety systems, including a manual fire alarm and smoke detection systems, as well as restrictions on electrical receptacles in the stairway.
Furthermore, the bill stipulates that the multiple-family dwelling must be located in a city or township served by a fire department that meets certain accreditation and rating standards. This includes being accredited by the Commission on Fire Accreditation International and having a class 1 or 2 rating from the public protection classification program. The enactment of this bill is contingent upon the passage of related legislation in the 103rd Legislature.
