The bill amends the Revised School Code to establish a program providing free school lunch and breakfast to public school pupils from pre-K to 12th grade, as well as to special education pupils, including those at the Michigan School for the Deaf. The Department of Education is tasked with creating and operating this program, and participating entities must apply to the department to take part. To be approved, these entities must meet several criteria, including participation in the National School Lunch Program, providing meals at no cost, submitting data on meal service, maximizing federal reimbursements, and forgiving any school meal debt.

Additionally, the bill mandates that participating entities accommodate pupils with documented disabilities or medical needs that affect their diet, as well as consider religious or dietary preferences when offering meals. Definitions for key terms such as "Community Eligibility Provision" (CEP) and "health professional" are also included in the new section. The enactment of this bill is contingent upon the passage of Senate Bill No. 785 of the 103rd Legislature.
