The act stipulates that open movie captioning must be provided for a minimum of three weeks after the initial screening, and if the film is shown for less than three weeks, captioning must be available for the entire duration of its screening. Additionally, after this initial period, captioning must be offered at least once a week and upon request from individuals.

The act also requires motion picture houses to advertise screenings with open movie captioning in the same manner as other screenings and to post notices informing the public about the availability of such screenings. The Department of Attorney General is tasked with overseeing compliance, including the establishment of a reporting process for alleged violations. If a report involves discrimination based on disability, it will be referred to the Department of Civil Rights.
