This bill amends the Revised School Code of 1976, specifically section 1401, to establish new regulations regarding the admission of nonresident pupils in school districts. It allows school boards to admit nonresident students before July 1, 2026, and mandates that the boards determine and collect tuition rates for these students. The bill specifies that tuition for grades K to 6 must not exceed 25% more than the operation cost per capita, while for grades 7 to 12, it must not exceed 12.5% more than 115% of the operation cost per capita. Additionally, for districts without grades above eighth, the tuition must not exceed 25% more than the operation cost for grades K to 8.

Furthermore, the bill stipulates that the operation costs and membership figures from the preceding fiscal year must be used to calculate tuition, excluding certain expenditures such as school construction and equipment costs. After July 1, 2026, the bill requires school districts to admit nonresident pupils in accordance with section 105d of the state school aid act of 1979. The enactment of this bill is contingent upon the passage of two other specified bills from the 103rd Legislature.
