The bill amends the Management and Budget Act of 1984 by adding a new section, 261g, which imposes restrictions on public entities regarding the purchase or acquisition of drones. Specifically, starting one year after the effective date of the amendment, public entities are prohibited from contracting for drones that include software developed by entities listed on certain national security-related lists, including the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, the Chinese Military-Industrial Complex Sanction List, and other specified regulations.
Additionally, the bill states that public entities must adhere to the same restrictions that apply to the federal government concerning drone acquisitions. However, there is an exception for public entities that comply with the Unmanned Aircraft Systems Act. The term "public entity" is defined as per existing law. The enactment of this bill is contingent upon the passage of House Bill No. 5330.
