This bill amends the Management and Budget Act of 1984 by adding new requirements for state contracts related to construction, alteration, or repair of state buildings and properties. Starting October 1, 2017, any contract entered into by the department or a state agency must include a representation that the contractor is not currently engaged in, and will not engage in, boycotting a person based in or doing business with a strategic partner.
Furthermore, beginning January 1, 2026, the bill expands these requirements to include contracts with individuals or entities involved in the conventional production of energy, as well as those in the mining, agriculture, timber, or firearms industries. The bill also clarifies the definitions of "boycott," "person," and "strategic partner" as outlined in section 261.
