The bill amends the existing law regarding civil liability for individuals providing emergency care, particularly in the context of medical emergencies. It introduces a new section, Sec. 8, which states that individuals who voluntarily apply bleeding control measures—such as pressure, dressings, packing, or tourniquets—during an emergency medical situation, and who have no legal obligation to do so, will not be held liable for any damages resulting from their actions. This protection from civil liability is contingent upon the individual acting in good faith and excludes cases of gross negligence or willful and wanton misconduct.
