This bill amends the Social Welfare Act by updating Section 57i to enhance the requirements for landlords or housing providers participating in the department's rent vendoring program. It mandates that these landlords certify that their dwelling units are free from conditions that could facilitate the spread of communicable diseases, are fit for human habitation, and do not pose health or safety risks due to maintenance issues. Additionally, if a landlord is found to have housing code violations that endanger occupants, their participation in the rent vendoring program will be terminated until the issues are resolved.
The bill also prohibits landlords from evicting tenants solely based on the termination of their participation in the rent vendoring program due to violations or delinquency in property tax payments. Tenants who are wrongfully evicted under these circumstances can seek treble damages and legal costs. Furthermore, the bill requires the department to make available a specific form related to the Truth in Renting Act on its website within 60 days of its creation by the state court administrative office. The language regarding the reversion of property title to the state for nonpayment of taxes has been modified, and the bill will only take effect if a related House Bill is enacted.
