The bill amends the Clean and Renewable Energy and Energy Waste Reduction Act by introducing new definitions and provisions related to efficient electrification measures and community solar facilities. It defines "efficient electrification measure" as electric appliances or equipment that replace fossil fuel combustion for various building uses, and establishes a framework for promoting these measures through an "efficient electrification measures plan" and program. Additionally, it modifies the definition of "electric provider" to exclude municipally owned and cooperative electric utilities in certain contexts, and introduces a new section (Part 9) that outlines the requirements and operations of community solar facilities, including subscriber eligibility and bill credit calculations.

Under the new provisions, community solar facilities must generate electricity through solar photovoltaic devices and provide bill credits to subscribers based on their subscription size. The bill mandates that electric providers apply these credits to subscribers' monthly bills for at least 25 years and requires subscriber organizations to maintain and update a list of subscribers. Furthermore, it clarifies the ownership of renewable energy credits generated by these facilities, allowing subscriber organizations to manage these credits as they see fit. The enactment of this bill is contingent upon the passage of Senate Bill No. 519.
