The bill amends the Natural Resources and Environmental Protection Act by adding a new section, 501b, which establishes the Upper Peninsula Natural Resources Commission. This commission will consist of members appointed by the governor with the advice and consent of the state senate, including one individual from each representative's district in the Upper Peninsula, two individuals from each senator's district in the region, and two individuals selected jointly by the previously mentioned appointees. Each member will serve a two-year term without compensation, although they may be reimbursed for necessary expenses incurred while performing their official duties. Importantly, no more than half of the commission members can belong to the same political party.
The commission will have the authority to issue orders or promulgate rules regarding the taking of game or sport fish that specifically impact the Upper Peninsula or have no significant effect outside the region. Additionally, the bill stipulates that it will only take effect if three other specified bills from the 103rd Legislature are also enacted into law.
