The bill amends the Safe Drinking Water Act by updating Section 5 and adding a new Section 6a. It mandates that the Department of Health promulgate and enforce rules in accordance with the administrative procedures act, ensuring that these rules include requirements for the design, construction, and operation of waterworks systems, as well as state drinking water standards. Notably, the bill specifies that the rules must ensure an adequate and reliable supply of drinking water and establishes a microplastics program to monitor and assess the presence of microplastics in public water supplies.

Beginning July 1, 2027, the microplastics program will involve quarterly monitoring and testing of public water supplies, utilizing established sampling and analytical methods. The program aims to assess the effects of microplastics in drinking water and will consider various factors, including sources from the Great Lakes and potential impacts on environmental justice. By July 1, 2031, the Department is required to submit a comprehensive report detailing findings from the quarterly tests, including recommendations for addressing microplastics in public water supplies. The bill also defines "microplastics" and "plastic" to clarify the scope of the program.
