The bill amends the Revised School Code to enhance the emergency operations planning requirements for school districts, intermediate school districts, and public school academies in Michigan. Starting in the 2019-2020 school year, these entities are required to conduct a review of their emergency operations plans in collaboration with local law enforcement at least biennially. The emergency operations plans must be developed with public input and adopted by the respective school boards. The plans must address various emergency scenarios, including school violence, bomb threats, and weather-related emergencies, and must now also include protocols for the use of wireless communications devices during emergencies.
Additionally, the bill mandates that schools notify the state department of the completion of their emergency operations plan reviews and the adoption of new plans within 30 days. The department will maintain a list of schools that have not complied with the emergency operations plan requirements and will coordinate with law enforcement to notify those schools. The information related to the emergency operations plans and reviews will be kept confidential and exempt from public disclosure under the Freedom of Information Act. The bill also clarifies definitions related to school buildings and wireless communications devices.
