The bill amends the existing public instruction law in Michigan to enhance school safety measures by requiring school districts, intermediate school districts, and public school academies to conduct regular reviews of their emergency operations plans. Starting in the 2019-2020 school year and biennially thereafter, these entities must collaborate with local law enforcement to review their emergency plans, which must include comprehensive guidelines addressing various potential emergencies such as school violence, bomb threats, and weather-related incidents. The plans must be developed with public input and adopted by the respective school boards in compliance with open meeting laws.
Additionally, the bill mandates that schools notify the state department of completed reviews and the adoption of emergency plans within 30 days. It establishes a process for the state department to track compliance and coordinate with law enforcement for schools that fail to adopt an emergency operations plan. Importantly, the information related to these plans and reviews is deemed confidential and exempt from public disclosure under the Freedom of Information Act. The bill is contingent upon the enactment of House Bill No. 4141 to take effect.
