This bill amends the existing law regarding the classification and funding of public roads, streets, and highways in Michigan by adding a new section, 10q. The new section mandates the establishment of a road investment incentive program by the state transportation department, which will provide matching grants to local road agencies. These grants will be awarded on a dollar-for-dollar matching basis for the construction, maintenance, or repair of highways, roads, streets, and bridges, with the stipulation that the matching funds must not come from federal or state sources.
Additionally, the total amount of grants awarded under this program is capped at an amount equal to 1 mill on each dollar of the taxable value of all taxable property within the state. The department is tasked with creating and posting application, decision, award, and distribution criteria on its website. Local road agencies receiving these grants are required to verify the amount and source of their dedicated local road funds annually.
