The bill amends the Youth Tobacco Act of 1915 by adding a new section, 1m, which provides an exemption from licensure provisions for certain individuals. Specifically, a person may be exempt if they file an affidavit with the department affirming that they lawfully sold a nicotine or tobacco product at retail before the effective date of the amendment, have submitted a pending application for a license, and have not yet been granted a license. This exemption will expire once the application is no longer pending.

Additionally, the enactment of this amendatory act is contingent upon the passage of several other specified bills from the 103rd Legislature. These include Senate Bill No. 463, Senate Bill No. 464, and Senate Bill No. 466, along with another bill that is yet to be numbered.
