The bill amends the Occupational Code to introduce a new section, 1205b, which establishes the requirements for issuing a secondary school facility license to individuals who hold a license to operate a school of cosmetology. To obtain this license, the owner or manager of the secondary school facility must submit an application that includes a detailed description of the facility's use, its address, and a floor plan. The facility must comply with specific requirements, such as not offering cosmetology services to the public and ensuring that all training is conducted by licensed instructors with at least three years of experience. Additionally, the facility must pass an inspection by the department.
The bill also mandates that the owner or manager display the secondary school facility license and the instructors' licenses prominently within the facility. Regular inspections will be conducted by the department to ensure compliance with the new regulations. If there is a change in ownership or location of the facility, the existing license will become void, requiring the submission of a new application for a secondary school facility license. The department is tasked with promulgating rules to implement this section within 18 months of the bill's effective date.
