This bill amends the Natural Resources and Environmental Protection Act by updating the requirements for entering state parks and state-operated public boating access sites with nonresident and resident motor vehicles. It specifies that nonresident motor vehicles must display a valid park permit affixed to the lower right-hand corner of the windshield, which must be permanently affixed for the year. For resident motor vehicles, entry is contingent upon the payment of a recreation passport fee, which allows access to all state parks and recreation areas until the vehicle registration expires. The bill also clarifies that certain exemptions apply, such as for emergency vehicles, state-owned vehicles, and specific fishing days.

Additionally, the bill introduces new legal language regarding the enforcement of these regulations, stating that violations may result in a civil fine of up to $100. It also establishes that the registration plate on a parked vehicle serves as prima facie evidence of the owner's responsibility for the vehicle's location. The bill includes provisions for the Department of Natural Resources to waive requirements for department-sponsored events or other circumstances as determined by the director. The enactment of this bill is contingent upon the passage of House Bill No. 4673.
