The proposed bill amends the Revised School Code to introduce new requirements for school personnel regarding seizure recognition and first aid response training. Starting in the 2026-2027 school year, all school personnel, except for those teaching virtually, must complete this training biennially. The training will cover common seizure types, first aid steps, and support for students with epilepsy. Additionally, school nurses and designated personnel who administer medications will receive specialized training that includes medication administration protocols. The Department of Education is tasked with developing guidelines for these trainings, which must align with those from the Epilepsy Foundation.
Furthermore, the bill mandates that schools maintain a seizure action plan for each student with a seizure disorder, which must be accessible to relevant personnel. It allows for designated staff to administer seizure medication under specific conditions, provided there is written consent from a parent or guardian. The bill also includes provisions to protect school personnel from civil liability when acting in good faith to comply with these requirements, except in cases of gross negligence. Lastly, the Department of Education is not obligated to audit compliance with these new regulations.
