The bill amends the Revised School Code by adding Section 1509, which mandates the Department of Health and Human Services to develop and distribute an informational notice regarding the dangers of high-potency THC cannabis products and vaping. This notice, which must be available in English, Spanish, and Arabic, is to be provided to public and nonpublic schools by July 1, 2026, and will include resources for prevention and treatment. The department is also required to update this notice annually to reflect any new health education or medical research findings and ensure it is disseminated to schools and posted on the department's website.

Starting with the 2026-2027 school year, school boards and governing bodies are required to ensure that the informational notices are sent to the parents or legal guardians of each student by October 1 each year. Additionally, they must post a link to the department's webpage containing the notice on their own websites. The bill also provides immunity from civil liability for the department and educational institutions regarding any damages related to the informational notice. Definitions for "THC" and "vaping" are included to clarify the terms used in the section.
