The bill amends the Public Health Code by updating definitions and provisions related to substance use disorder services. It clarifies that the "Department" refers to the Department of Licensing and Regulatory Affairs and specifies that the "Director" is the director of this department or their designee. Additionally, it introduces the term "mobile unit," which is defined as a mobile unit assigned to a substance use disorder services program that supervises and administers the mobile unit. The definition of "substance use disorder services" is also refined to align with existing mental health code definitions.

Furthermore, the bill establishes new regulations regarding the licensing of substance use disorder services programs. Starting January 1, 2026, the Department is prohibited from enforcing certain rules, including those that require mobile units to provide specific treatment services, restrict the number of mobile units a program can supervise, or impose conditions on individuals seeking treatment, such as requiring a documented opioid use disorder for a year. It also prevents programs from discharging individuals for not participating in ancillary services and counseling, thereby aiming to enhance access to treatment and support for individuals with substance use disorders.
