The application process will require proof of active duty during the operation, but it will not necessitate a service fee.

Additionally, the bill stipulates that the Secretary of State must issue one or more special registration plates for each qualified applicant, including provisions for disabled individuals to receive a disability tab for their plate. The special registration plates will expire on the vehicle owner's birthday, and renewal will not require a service fee or the submission of proof of active duty. The bill also defines "Operation Inherent Resolve" as the military operation that began on June 15 in Iraq and Syria.
