The bill specifies that no additional fee may be charged for the license unless otherwise stated, although a fee of up to $10 may be charged for an optional hard plastic license if a free plastic laminated paper license is also available. The license must include various personal details of the licensee, such as their full name, date of birth, photograph, and a QR code linking to the concealed pistol license reciprocity website maintained by the Department of Attorney General.

Additionally, the bill removes the requirement for a licensee's signature to appear on the concealed pistol license and clarifies that the license authorizes the licensee to carry a concealed pistol on their person and in a vehicle throughout the state. It also stipulates that the Department of State Police or a county clerk will utilize digitized photographs from the Secretary of State for the license unless the applicant does not have one on file, in which case a passport-quality photograph must be provided. The enactment of this bill is contingent upon the passage of House Bill No. 4481.
