It also stipulates that the Department of State Police or a county clerk will utilize digitized photographs from the Secretary of State for the license unless the applicant does not have one on file, in which case a passport-quality photograph must be provided. The enactment of this bill is contingent upon the passage of House Bill No. 4481.
